• Yes and the fee has gone up to $40 but is not required at time of purchase instead it will be on the next bill.

• best buy doesn't but verizion does its a $35 activation fee added to the first bill from veerizion

• Yes the did charge me... I am pretty sure this is required for any authorized Verizon dealer.

• Yes, Best Buy processed the activation fee so that it was charged on my next Verizon bill. No problem.
