No. Unactivated means the phone is sold to you by Best Buy without your phone number actually being activated in it you would either need to call Verizon or go into the store to activate it. Verizon typically does not unlock phones. If you are a long time customer and do a lot of international traveling they will be more inclined to possibly do this for you but are much more likely to try to get you to pay to use a sister network like Vodaphone for increased cost. If you want a truly unlocked phone your best bet is to buy direct from Samsung, but Verizon pretty much has that same policy in reverse. My account came from an Air Touch account (so over 25yrs of service) and the only time I was ever able to have any of my phones unlocked at my request was when I was active duty Army and requested the unlock for a deployment.
