• No your contract is with Verizon not Bestbuy. You may use the gift card towards taxes on the new phone. I you trade in your old phone to the verizon store they can apply that credit.

• No, they will not let you use it for that. My husband and I both upgraded and got the $400 gift cards and VR headsets, but we could not use it for our bill or the purchase of the phones.
