A:AnswerNo, unfortunately not. You need to buy an ATT branded phone to have wifi calling, VoLTE and some other features work. You can buy an ATT branded S9 at full price and then ATT will be required to unlock it for you. But that full price is $100 more (Best Buy) than the unlocked version and all the junk ATT apps will be on the phone. The only unlocked phones that you can buy that are not ATT branded and for which wifi calling will work (it may take a sim card change) are iPhones.
I have had the S9 for about a week now and it;s awesome. I needed wifi calling as well so I bought an ATT phone on the installment plan. I have another unlocked phone that I use for international travel. Getting rid of the ATT apps wasn't so difficult. And keep in mind that even the unlocked S9 will come with the Samsung junk apps installed.
