You can, but with this tablet you have to do it over a WiFi Connection since you do not have a cellular connection and can't download over a cellular connection. You will need to setup payment options in your Google Play account (if you wish to download apps. that are not free) since you can't charge app purchases to a cellular account.

Yes you can. It came with Android 5.0.2 so you can install most apps that meet the requirements. We installed Chrome, Photos, Maps etc.

Yes. Google designed and supports the Android operating software. Google Play store is very easy to use and the apps load quickly. Remember if you buy a wifi model the Google maps only work where there is internet. However I loaded another app that included maps you can save on the device memory. It seems to work well also.
