Best Buy offers two options of this size, one with the pen and without the pen. FYI the one with pen recognizes when you detach the pen as it has a specific slot to house the pen. I tried to use the pen on the Tab A w/o and it did not work.

yes it comes with the spen stylus
 it slides neatly in to the top of that tab and is very responsive

There is a version with the stylus built in and a version without the stylus. Each have different prices and item numbers.

The tablet can be bought with or without the s-pen. I suggest buying it with the s-pen. You can also use any stylus or a finger but only the s-pen has all the features you'll want if you are going to be writing with the tablet.
