That will be up to Tracfone whether or not they charge a fee to transfer to a new device.
Buy the phone from BestBuy with the "activate later" option, and swap the sim card yourself.
If the phone does not automatically activate, you will likely have to contact Tracfone, at which point they may try to charge an activation fee.

As long as your tracfone sim is useable on a generic Android phone it should just come up and activate. You may need to call tracfone and they might charge a fee however.
