Does that also include if you were to purchase this watch, the Samsung - Gear S2 Smartwatch 52mm Stainless Steel AT&T - White Plastic with the 2 year AT&T contract , what would you get for the 2 years? This is only way to get the watch for $99.99 which is by far the best price out there. But with no AT&T phone, how would this watch function/work?”

You can purchase the watch without being on AT&T but it won't be a standalone. You would only be able to connect it via Bluetooth but it won't be the $99.99 price unless you activate it on a two year contract.
