You need to check your carrier to see if they accept esim. The sim card is built into the watch and cannot be changed. If you buy it outright from samsung it will come unlocked and as long as youve checked carrier for esim and looked online for cellular band compatibility you would definitely be able to use it. If you buy it outright it is generally in the $350USD range.

You can buy the device by itself without contract, that's what I have done every time I buy one. You can use it with out ever setting up a phone line, it will just function the same as its Bluetooth counter part. If that's your plan, you should buy the Bluetooth version, for half the price. Available here and maybe less at competitors, who BB will pricematch. Just make sure BB ships to you or you may need to look somewhere else for someone who ships to you region.
