Yes it can, but the battery will not last as long since it will be connected to the cellular network constantly. Make sure you buy the S3 for Verizon or AT&T/t-mobile network. The normal S3 works only via Bluetooth.

Check your operator, as most? watch models stocked are locked to network (ATT, Verizon, etc) (but will roam). The watch has it's own SIm (actually e-sim) that gets assigned a number (and service) first. Only then is that number 'paired' for number sync with the phone. By the way, asked during initial setup, and as a mode, is 'Standalone' which is what you are seeking.

The line is 10 dollars. You can add it to your family plan, it uses virtually no data. That's a good idea to get it for your kid, a phone that stays on their wrist, with GPS tracking and limited smart phone capabilities.
