Yes. Mine was. Just have to enable the drive to get it online under Disk Management.

Yes, mine was wiped to like new condition! If you use it as a boot drive the Windows USB will install Windows on it. If you use it for more storage you will have to format it with Windows Disk Management!

Mine came as if it was brand new, just not In the original packaging but it’s the equivalent performance.
