• at first I thought mine didn't, but then found them tucked away within the charging cord. I used them without the pads for a night, and they still seemed fine, although loose.

• You can order some online. I would not use without them because the earbuds could fall out.

• They should come with earpads in order to have comfortable wear and for the surround sound feature to work properly.

• Mine had two sets in the box. I assume they wouldn't sell those parts if they were used. Seems unsanitary.
