Mine were better.  Consider returning to a bestbuy and reordering.  It should come with s,m,l earbud tips.  They may come in a very small cardboard box wrapped in the cord.  It

Mine came in the original buds box with a refurbished sticker on it. I also received new silicone tips. Mine looks brand new. I would definitely exchange your set.

Mine were complete. 
Not in a Samsung Box, but had 3 pairs of replaceable plastic tip and a cord for charging, and an instructions manual.

Mine came in original box with air tip just not charging cable and my second pair came with tips and charging cable but they both work amazing i keep one set home and the next at work
