“I have a Samsung A650 soundbar that is connected to TV via arc HDMI. The sound and video are out of sync. I try to press sound control button, but it only says “TV arc” no matter how many times I press it. How can I fix the sync?”

Try hooking it up via optic cable. In my opinion it is the most accurate.
