The Galaxy Tab 3 Lite is ONLY able to be connected with WiFi. There is no cellular connection available for this or for most true tablets. You said mini SD card. I believe you meant mini SIM card. They are not the same thing. The SD card is ONLY external memory storage for things such as photos, videos, music, etc. whereas a SIM card is what is used for your cellular carrier account and it has a small amount of built in memory which can include your phone number or contact list if you have set your phone to save this information to it. You would need to purchase a phablet (phone/tablet) and the closest equivalent to the Tab 3 Lite would be the Galaxy Note 4 or something similar.
