• Yes, in my experience the power had to be plugged into the pad.

• Yes, you need to be plugged into the wall, there is no battery on the unit. It comes with a micro usb cord that plugs into it

• It comes with a wall adapter or you can power it from any USB port. There is no battery in this device it's used to charge batteries.

• Needs to be plugged into outlet. But is worth that little hassle to not have to worry about trying to connect the cable.
