• Yes u can but if u mean pc like u have to buy a CD if u mean a normal laptop then yes just download it

• In theory you should be able to. It has an Intel Video card so lots of games will work, the processor is strong enough for gaming. Since the Sims 4 is a few years old, shouldn't be an issue. If you wanted to play a newer game, it's possible it will not perform well.
