• Not off the shelf, but you can upgrade through Microsoft (not for free though).

• I have never seen Win 10 Pro offered as a purchase option for the Notebook 9 Pro. I can't say 100% but I'm pretty sure you would have to buy an M$ upgrade license to get Pro.
