No hotmail or outlook required to use it. I do use Outlook with my google email account, but it's not required. When adding another user (ie Guest Account), it can seem like you need an MSN/Hotmail account, but in small letters at the very bottom you'll see where it says "Don't have Microsoft account". It's a Windows 10 thing, not Samsung.

When you are setting it up for the first time there is an option to skip using a microsoft account. Look for the "skip this step" when it asks for a microsoft account near the bottom of the screen. You can then setup what I I believe is called a "local account" instead.
