• Plug it and and then turn your phone off. It has always charged my phone with no problem.

• I'm pretty sure most chargers charge a phone whether it's on or off...

• Yes will charge with phone off. Could the problem be with your phone? I charge with my phone off and as it charges it gives me the status of the charge. I own a Note 10+. If it is not your phone then the charger maybe defective.
