“I downloaded the app and downloaded several pictures. I can see a few on my desktop if they are Jpeg files but not the .heic files. What does this mean and what do I need to do. Bought 2 but will take one back if this doesn't work with I phone 11.”

.HEIC format is specific to Apple products. If you are using a PC, they convert to jpeg. Not sure why, but that has been my experience.
