“Can this be installed upside down. The TV is installed in the bedroom on the wall and people can pass close to it. If I install the shelf under the TV people can bump into it. I want to install it above the TV upside down, and hiding the wires behind the plastic enclosure. I only need one shelf to hold the cable box.”

I just looked at my shelf, and I don't see any reason that it could not be installed upside-down. The glass part is held tightly by the metal bracket, and the metal part that is normally below the glass shelf has the same footprint on the shelf as the part that is above the shelf, so you won't lose space.
