“I'd like to mount our TV over an old fireplace that is no longer in use. The Chimney is still in tact but the wall is built around it and thus the Chimney is no longer exposed. Can this mount accommodate this? What about running the wires?”

Yes. The wall encapsulating your chimney should still have studs in it that you could mount to.
