“When i try to lower this mount using the level adjustment I am unable to lower the TV equally on each side. The right side drops several inches but the left side will only drop a few inches. How many inches is this bracket supposed to lower?”

Those are adjustments for fine-tuning the level. If you need to move up or down more than 1/2" you need to remove the wallplate and lower it, then reinstall your tv on it.
