YES! It 100% works with the M4 Mac Mini. I just purchased both together the other day and it's perfect.

No. The new m4 Mac mini is smaller, almost like the size of an Apple TV.

I assume it's not listed because veneration for the M4 is on the bottom. You would be limiting by placing it on this.
