• No - if your HDD fails, your data is lost (unless you send it off to one of those data recovery companies)... This is like asking “if my car breaks down, can it still drive?” Not without repair...

• It depends on what type of failure your drive had. Though there are companies that can attempt to retrieve information from external hard drives that have failed. Hope that helps a little.
