Use "Disc Management" in your computer where it shows the drives. You can right click the drive you want to format/change and you can change the size of the partitions. There is an options that allows you to do this when you right click. This happened to me when I was formatting SD cards and this is how I was able to set the size of the drive. I hope this helps.
