“What is the maximum wattage needed when the fan is on high and the heater is being used? In the room where I would use this, the outlets are on a 15 amp breaker (14 gauge wire) and I wonder if a 20 amp breaker (12 gauge wire) is needed.”

Depends on how old your breakers are. They only last about 10 years now , not like the old ones that would last many years. The heater on high as most 1500 watt heaters probably won't pull over 12.5 amps and 6.5 on 750 watts. I am not an electrician this is a do it yourself answer
