“Clock feature on 309 YW Bought this microwave for my parents who live out of town. They said the clock is a 24 hour clock. Is there a way to change it to a 12 hour clock?”

It can be either. It is set by the clock button to either 12 or 24 when setting the time.

Once plugged back in, press the 'CLOCK' button once on the touch pad for 12 hour time and twice for 24 hour time. Enter the desired time you wish it to currently display and press the 'CLOCK' button once more.
