No you do not need an ISP but you will Need access to Wi-Fi just like your cell phone and will be be restricted to a plug-in antenna which still gets up to 74 high DEF channels without cable. Yes even local.The thing to remember about a smart TV is it is basically a dumbed down smart phone or computer. It works off the same principles
