If you are referencing that fairly robust plastic (plastic like?) wrapping that requires removal to expose the nozzle: then no. I have had zero problems exchanging and receiving credit for new CO2 canisters at Best Buy.

you shouldnt. It is there to protect the valve during transport when full. When empty, there i nothing to protect.

No you don't need the top, you can take the canister in how you finished it.
