“Does the power consumption account for an increase in the graphics card using more power being 4k? Does it assume maxing out via plugging a PS5, usb-c charging? I did notice a 24 inch mode, anyway to set a power consumption limit or warning?!?”

The power consumption of the display device is not affected by the power consumption of the connected device, especially because we don't have power delivery function to external device via USB-C.
