• The mount that comes with the tv is a surface mount. You can rotate the tv with this mount but you probably don't want to do that as the tv may fall off the surface it is on. You can mount the tv to a wall mount using the supplied adaprters but beware that you may have difficulty using some input and outputs

• No, the base does not swivel. It is also nearly as wide as the TV, and fairly deep.
