“When the power is turned off completely using switch on surge protector and turned the power on, sound bar simply displays HELLO for close to a minute and shuts down. I will then have to manually turn on using sound bar remote. Is this normal ?”

Killing the power source to turn of the sound bar is not normal!! Turn your equipment off first then the power source if you must. Loosing power to your system is like rebooting it every time and that takes time.
