No as long as you have a PS+ account. You can play off the PlayStation cloud.

There are two ways the portal plays games. 1st, it connects to your console and plays whats on it. 2nd, it connects to PSN Premium, and you can stream games from the service to the Portal without a PS5. This is the highest price for PSN, like 18 a month. If you have a lower tier, you do not have streaming.
