It can be used with a monitor.

Your answers lie in whether your monitor has an HDMI input, whether it has more than one HDMI input which isn’t common ( in other words you’ll be plugging/unplugging between HDMI cables for PC/PS4, unless you buy an HDMI hub/switch/splitter unit for a single input monitor). If you are asking about integration between PS4 and PC so they can share the PC’s WiFi connection, I am not aware of any such available configuration, though YouTube may be a better place to search such tricks. As for sports without TV service, there are many ways to steam free sports content once your PS4 is connected via downloaded apps like the NFL app, Yahoo Sports App, even Amazon Prime video now has some streaming NFL content, not sure about other sports though. If you want you can also pay for PlayStation Vue, which is a full Television service as an alternative to cable for about $45 to $75 a month.
