• Yes, it is not region locked. It can play all PS4 games from different countries. The voltage is 110v-240v.

• I believe the PS4 is a region code-free system. I have one from the US (and it says Region 1 on the box) but I have a Region 2 copy of Metal Gear Solid V Definitive Edition and have encountered zero region issues with: loading, playing the campaign and acquiring trophies. As for the differences: the color obviously. Also, when compared to the 1st Gen version of the PS4 its slimmer, lighter and has 1TB of memory. The only difference between this one and the "current" PS4 1TB is the color of the system and controller. 1 more thing, this is NOT a PS4 Pro.
