So, these are "noise masking", not "active noise canceling" in-ear earbuds. The noise masking is from the rubber tips making a seal in your ear. Active Noise Canceling (ANC) is a higher-engineered earphone/earbud that uses frequencies to match the sound around you and "cancel" them; that's what you want if traveling on an airplane. These are not those. That said, these are pretty good to block out sounds when you are trying to sleep.

This process takes time though, so they don't do anything for things like talking, barking, or other forms of "impulsive sound." For those issues, you need noise isolating devices like earmuffs or earplugs that put a physical dampener between your ears and the sound. These still won't block everything since your bones conduct sound waves, so the final precaution you can take is noise masking, which means playing sound that distracts your brain from the thing you don't want to hear. Noise cancelation is one of the most misinformation ridden subjects online, so don't let people convince you ANC is the solution to everything. It's borderline useless for the majority of the things people need noise blocking for (some people might disagree with me since ANC headphones do make talking quieter, but that's due to the physical headphones over your ears, not the technology.)
