Is it a membrane or mechanical keyboard null

It is Membrane but with a mechanical feel. This gives a definite responsive feel when typing as each key is depressed, but is much quieter than mechanical and, apparently, helps keep the price down.

It is not a mechanical keyboard. Only the Apex 5 and up (in the Steel Series line) are mechanical keys.
