Yes, you must have Wifi and and internet connection to stream content from external sources. I believe you can access any content stored on your local network without internet, but because the setup of the stick requires linking it to a Roku account, I think you will need internet to get setup.

Yes, as far as I know. It connects to the internet through my wifi router. If not, your TV would need some way of connecting to the internet on its own for the Roku to work. All of the programs are accessed online.
