I can understand not sitting on it but I lie against it and I’m fine.

almost all heating pads state this to protect the manufacturer against lawsuits by people who burn themselves by laying on it too long at high heat settings

It does get very hot, so I assume they are protecting themselves by saying that,
I have it on my bed and lie on it to help my sciatica, I turn it off when I get hot.

There should be room for air to circulate on the heating pad to reduce the risk of burns, electric shock, fire, and personal injury.
