“I read where 4k video is recorded at only 1 to 8 frames per second. At that framerate, a person could be out of the camera frame by the time the camera picks up the motion and starts recording. Are these more like still cameras rather than video cameras?”

In areas with high traffic, you can lower the resolution to 1080P to get an option of 1-18 FPS. This can help adjust the system to your security needs.
