I saw this phone at red bullseye, same price. I believe the inside cover of the box it comes in shows the available plans, including the $3/month plan. Currently the cheapest prepaid plan I am aware of. For $3/month, you get 30 mins/texts per month (Use 'em or lose 'em). After 30 min/txt per month, you are charged $0.10/minute or text. This is a good low use plan. Not sure about activation cost if any, that would be one time, not monthly. I activated a different Tmo phone received as gift, no activation fee, just the cost of the card ($10). I would think this would be a good phone for your application. Call Tmobile with further questions. I wouldn't rely on someone's opinion based on answers from Verizon. I will likely buy one of these phones for each car to keep in glove box in case current phone dies/forget to bring it, etc. Don't even need to activate for that. Can use for 911 without activation, and can always dial 611 or *ADD (*233) to activate and add funds from the phone. Put your name on the account (along with child's if you want) so Tmo customer service will deal with you as well. You can always add funds even if you do not have the phone in your possession.

Any refill card gives you 10c minutes and texts. As for the ring volume, it's loud enough for me. I can easily hear it using the default ringtone. If the default ringtone isn't loud enough, just switch to another. It comes with quite a few ringtones already preloaded on the phone.

T-mobile has a $25 unlimited talk and text plan so you can use the $10 cards to pay for that service. And yes, you can turn up the volume but it's still not very loud.

For anything else, including using it on wifi, you have to have it activated, and that's going to cost you $45 a month. The $45 refill card supposedly gives you 90 days of "service" according to the Best Buy ad, but the phone will only work for the first 30 days. If you don't refill it each month, Verizon will only keep your number assigned to your phone for two months. After that, you'll have to activate it again and maybe get a new number. That's the story I got from two different Verizon stores.
