Yes.  I just tested this and it let me go back.  I know DirecTV lets you go back 90 minutes.  I have no idea how far this goes back, But it does let you.

Though this wasn't exactly your question, I had a problem with my new Tablo (2 Tuner) just last night. I had 2 shows recording at the same time but when I tried to watch one it would not allow me to pause or rewind while it was recording. This is a common use. Once both shows completed recording I could pause, rewind and fast forward. If I am only recording one show it also works. I didn't expect that limitation.

If you are watching live, you can scroll back to an earlier time, as long as it's from the time you were already viewing.

Yes, you'll be able to pause live TV and be given the option to rewind (back to the position where you paused) and fast-forward up to and including the "live" position. I know this wasn't included in your question but I am not certain if there is a limit to this "time-shifting" other than the available size of your recording space, whether that would be on the Tablo itself or on external storage attached to its USB port.
