The phone company sends ring back voltage on the line during or between the ring cycles that you can not hear. The stick can read these and can tell the difference between a phone or fax call.

I'm not 100% sure how the consumer would know the difference between fax & voice unless we know the different numbers for each service, as it pertains to incoming transmits. When conducting outbound business, consumers can select using the fax versus landline service.

Most modern All-in-one printer/fax/copy machines will detect this distinctive ring and answer. Other option. If you know you are expecting a fax, simply configure the fax to answer on the first ring, and connect a Y cable to your phone jack and only connect the line to the fax machine when you want to receive a fax. All these options are explained in detail in the fax machines manual. I would make it a point to read it.
