To plug in a small DC 5v power supply if you do not have USB access, such as in a government office or your IT department has disabled the USB ports on your device.

It would be to provide extra power for a USB device that might require extra juice that the computer is unable to output.

It’s to add 5 volts dc into the hub thus making it a powered USB hub. Hardly necessary anymore since newer computers output enough voltage usually.
