• yes it will turn off. the USB ports power down when the laptop itself powers down. this can be worked around by just plugging the cooler into a 5V cell phone charging brick. a 6 foot mini usb cable works great for this.

• Yes. If it fully shutdown fans will turn off. Only time they stay on is if laptop is in sleep mode.

• Yes, if you turn off the laptop than the fan will shut off as it is no longer receiving power from the laptop.
