According to the TCL-Roku TV manual (link available on Best Buy website), yes. The Roku website ( https://support.roku.com/article/208754908-how-to-use-roku-media-player-to-play-your-videos-music-and-photos ) is less clear. Depending on the power requirements of the hard drive being used, a powered USB hub may be required between the hard drive and the TV. USB thumb drives should not be a problem.
