• Yes it wil work as far as for cable TV but you won't get the Roku and smart TV functions as you need internet for those to work,

• Absolutely! You would simply not connect to the Internet at setup. You will still have access to all of the Inputs so that you can use your cable box or any other external device. Hope this helps! Thank you, TCL Customer Support
