There are actually 3 racks. The top rack is very shallow, maybe 2", and can be used for cooking utensils (no cups or plates). It can not be raised or lowered. The middle rack is mostly for cups and it can be raised or lowered by maybe an inch. The bottom rack is for plates, bowls, pots, etc. and can not be raised or lowered. If your plates are big, you would likely want to raise the middle rack so the spinning washer head can spin freely. This is what we had to do.

Three racks. Top one for silverware does not adjust. Second rack for glasses etc. DOES adjust. Bottom for plates etc. does not adjust.
